Soumission à Epi-revel La fonte de la banquise a relancé la question de l’ouverture des passages du Nord-Est (PNE) et du Nord-Ouest (PNO) entre l’Asie et l’Europe avec la perspective de routes maritimes plus courtes de 7000km. La bataille du grand nord, parfois évoquée concerne également l’extension éventuelle des plateaux continentaux des États riverains. Le différend entre le Canada et les États-Unis porte sur le PNO et plus précisément sur le statut des eaux car la souveraineté du Canada sur les îles n’est pas contestée. Pour le Canada, il s’agit d’eaux intérieures qui sont donc sous son entière souveraineté. Au contraire, pour les États-Unis, il s’agit d’un détroit international dans lequel la navigation en transit est libre. Le différend est en réalité très exagéré : les avantages du PNO dépendent de la position géographique des ports concernés et sont limités par les conditions de la navigation dans l’Arctique qui entraînent un coût beaucoup plus élevé.
