Abstract

Le pour quoi (but) et le pourquoi (cause) des projets révèlent largement la complexité et les défis de la majorité des praticiens dans l’univers du management de projets. Le pour quoi des projets s’inscrit dans la perspective de répondre à un besoin, tandis que le pourquoi des projets contribue à la diversité des perspectives. Ils participent également au développement du domaine du management de projets à travers cette même divergence. En effet, cette pluralité de sens donnés au projet révèle un élément fondamental de la réussite de celui-ci : la participation des parties prenantes. Aussi, elle indique que la réalisation d’un projet nécessite une perspective commune qui est assez délicate, surtout dans le secteur public, qui rassemble un grand nombre d’acteurs. La particularité des pays les moins avancés (PMA), notamment Haïti, atteste ces différents facteurs exogènes (p. ex. : la culture, la sociologie, l’environnement politique et l’économie) des projets publics.
