Stratégies de redéfinition de l’enjeu de l’amiante au Québec (1949-2013)

Abstract
Cet article s’intéresse à l’inadéquation entre le développement hâtif d’un savoir médical sur les dangers de l’amiante et les politiques de l’État québécois ayant permis son exploitation jusqu’en 2013. À l’aide de l’analyse historique des discours de l’État en la matière, nous mettons en lumière trois stratégies de redéfinition de l’enjeu s’étant superposées depuis 1949, soit : 1) la redéfinition de l’enjeu ouvrier en enjeu national, 2) la redéfinition de l’enjeu de santé en enjeu technique, et 3) la redéfinition de l’enjeu en non-enjeu. Nous soutenons que ces stratégies employées par l’État ont contribué à invisibiliser les problèmes de santé vécus par les travailleurs et, en conséquence, à légitimer l’exploitation de l’amiante. Ultimement, l’étude des politiques en matière d’amiante au Québec permet de mettre en lumière la façon dont la construction du sens d’un enjeu peut potentiellement résoudre des contradictions objectives entre science, impératifs économiques et droits individuels.
