Abstract
L’article reprend d’abord la définition des groupes d’entraide mutuelle (GEM) français et des normes de leur fonctionnement telles qu’elles furent précisées par la circulaire ministérielle du 5 août 2005 qui les fonde et leur donne une existence juridique puis des textes administratifs qui la complètent. Puis l’auteur qui, par ailleurs a fait aussi un travail de recherche théorique sur le sujet, présente la place d’où il parle. Il a été l’un des fondateurs des Espaces conviviaux citoyens dont l’existence a précédé les textes. L’auteur a été très inspiré dans cette démarche par le mouvement des personnes handicapées, notamment celui des usagers et survivants de la psychiatrie. L’article s’attache donc à montrer les difficultés de faire exister un lieu d’entraide entre usagers, reconnu et encadré par l’appareil psychiatrique qui, par ailleurs vise au contrôle des personnes « différentes », mais peut-on faire sans cette reconnaissance sociale?
