The emergency preparedness and flood response framework for major dams in Alberta

Abstract
Sudden dam failure results in damage to downstream infrastructure and potential loss of life. This paper presented a singular process and model that was designed to address any eventuality that may have adverse effects downstream of a dam. It described the evolution in emergency planning and response plan development in Alberta, particularly for those dams owned by the provincial Government and operated and maintained by the Ministry of Environment. It also focused on the relationship between the dam owner and the Provincial Regulator, Emergency Management Alberta and the Alberta River Forecasting Centre when responding to a major flood event or potential dam failure. The provincial dam safety regulator of Alberta Environment has taken a proactive role in ensuring that dam owners meet legislated requirements under the Provincial Water Act and applicable dam safety regulations. Dam owners and operators, from both private and publicly owned dams have been made aware of new guidelines regarding emergency preparedness plans, emergency response plans, and operations, maintenance, and surveillance manuals. Workshops were held to build stronger partnerships between stakeholders and dam owners, to facilitate a coordinated effort between all provincial emergency response agencies. This paper described the emergency planning methodology used in Alberta and how dam owners have implemented their plans based on this methodology. The major floods in June 2005 provided the Province of Alberta with the conclusive test of its emergency planning and response process. The Alberta experience regarding flood emergency management and planning has shown that a strong relationship between the dam owner and the downstream stakeholders is important for the effective and timely response to any kind of multi-jurisdictional emergency. 5 refs., 1 fig.
