The article is a continuation of a series of articles devoted to a comparative analysis of agricultural policy in Russia and the United States during the crisis caused by the COVID-19 pandemic. A comprehensive analysis of the state of the state's agrarian policy measures in both countries on the eve of the 2020 crisis is carried out. The main differences are revealed – differences between the principles, tools and mechanisms of the state regulation of the agro-industrial complex in Russia and the United States, which had a major impact on the nature of the measures that were implemented to level the consequences of the pandemic for the agricultural sector of the economy.
