Dresser la genealogie du principe de solidarite nationale permet d'inscrire sa juridicisation dans un processus dont les origines remontent a la conceptualisation de la solidarite sociale sous la III eme Republique et dont le terme sera marque par sa constitutionnalisation par l'intervention du constituant de 1946. Ce principe s'analyse comme le fondement d'un etat subsidiaire, garant des risques sociaux et definissant par la-meme le contenu du caractere social de la Republique. Concu comme l'outil privilegie de l'interdependance sociale, le service public s'est revele inadapte a la prise en consideration des phenomenes d'exclusion sociale et territoriale. Le constat de cette inadaptation se traduit par la promotion d'inegalites correctrices privilegiant une approche sur les segments les plus vulnerables de l'espace social et territorial. Ces dispositifs structurants du principe de solidarite nationale permettent de considerer ce principe comme le fondement d'un Etat garant de l'egalite.
