Abstract
The author examines partnerships between the United States Coast Guard and other agencies and governments, at both the national and international levels, in terms of emergency response planning. These partnerships may respond to crises ranging from oil spills to terrorist attacks to natural disasters. Planning focuses on defining vulnerabilities and risks, developing priorities and strategies for countering those vulnerabilities and risks, and ensuring personnel are trained and ready to carry out plans. International partnering profiled includes cooperative planning and exercises with Canada, Russia, Mexico and various Caribbean nations in response to oil pollution risk. An insert details the unique response agreement between the United States and Panama in regard to the Panama Canal.
