L’entreprise coopérative comme alternative à la prestation de services publics : l’exemple canadien

Abstract
Ce texte propose une réflexion sur les enjeux et les modalités de prestation de services publics par des organisations coopératives. Les auteurs s’attachent tout d’abord à décrire le contexte de cette problématique récente, autour de la dynamique de recomposition des rapports entre État, marché, économie sociale et coopérative. Pourquoi sous-traiter des services publics ? Quelle place les coopératives peuvent-elles prendre dans la prestation de services publics ? Ces questions sont envisagées à la lumière de travaux de recherche présentés dans l’article. Dans un second temps, six expériences représentatives des trois niveaux de gouvernement canadien — municipal, provincial et fédéral — sont analysées. Les auteurs soulignent la diversité des modalités de sous-traitance développées au travers de ces expériences encore récentes. Certaines tendances sont également dégagées, relatives aux conditions de réussite et d’échec de telles expérimentations de sous-traitance de services publics sous forme coopérative.
