Financial Reforms in Alberta: The Impact on School Districts.

Abstract
This study examines the impact of educational reforms on hori zontal equity and funding neutrality across school districts in Alberta, Canada. Cross-sectional data for the 1998 population of school districts are used to compare horizontal equity in Alberta vis-a-vis other Canadian provinces and American states. Longitu dinal data for an initial sample of 19 Alberta school districts that were subsequently amalgamated into eight districts are used to ex amine whether horizontal equity, measured by total per-student rev enue across school districts and per-student instructional spending across school districts, has increased. Cross-sectional data are used to examine whether the new funding mechanism is school district neutral.
