Abstract
Canada’s Innovation Strategy is a national project to build a skilled workforce and innovative economy. This article explores the promises and shortfalls of the Innovation Strategy for Canada’s well-educated migrants. It highlights policy documents ‘Achieving excellence’ (indexed at TD/IRD 88.216), ‘Knowledge matters’ (indexed at TD/IRD 88.214) and the National Summit on Innovation and Learning that argue that Canada’s growing skill shortage can be addressed through effective immigration. The author affirms that while these strategies are positive steps, they do not go far enough in addressing the challenges faced by skilled immigrants to Canada. She highlights the experiences of one immigrant family in Canada and argues that better policies on work and learning can be developed through an analysis of these experiences.
