PIERRE BÉLANDS'il existe une contradiction dans les termes qui nous soit servie à toutes les sauces et qui pourtant passe inaperçue, c'est bien l'expression « développement durable ».L'anglais a adopté le mot « oxymoron » (l'on voit parfois aussi « oxymore » en français) pour qualifier ce rapprochement de deux termes que leur sens devraient éloigner.D'une part, en science économique traditionnelle, l'économie ne se conçoit pas sans croissance : c'est pourquoi le potentiel d'un pays, ses chances d'avenir, le risque qu'y courent les capitaux, se mesurent en fonction de la croissance annuelle de son PIB.D'autre part, les écologistes vous diront que dans un monde fini, toute croissance rencontrera éventuellement une limite qu'elle ne pourra dépasser.« L'idée d'une économie qui ne croît pas est une hérésie pour un économiste.Mais l'idée d'une économie en croissance continue est une hérésie pour un écologiste.En termes physiques, aucun sous-système d'un système fini ne peut croître indéfiniment » (Jackson 31, cité in Burbage 61).Quels concepts sous-tendent l'expression « développement durable » dans l'esprit des gens?Mais aussi, comment concevoir un développement qui soit durable?Voilà le défi auquel nous confronte le récent ouvrage de Frank Burbage, Philosophie du développement durable.Sans construire son propos en une chronologie, il fait par des chemins détournés l'historique et le tour de la question.Il faut remonter à Malthus, à la fin du XVIII e siècle, pour trouver, dans son
