In 1985, the eight Great Lakes Governors and the Premiers of Ontario and Quebec signed the Great Lakes Charter, a non-binding agreement for managing Great Lakes water resources. 2 The overarching objectives of the Charter are "to protect and conserve the [water] levels and flows ... [and] the environmental balance of the Great Lakes Basin Ecosystem" while also "provid[ing] a secure foundation for future investment and development within the region" through cooperative management. 3 Principle IV of the Charter declared the signatories' intent with respect to diversions of water from the Basin:No Great Lakes State or Province will approve or permit any major new or increased diversion or consumptive use of Great Lakes water without the consent and concurrence of all affected Great Lakes States and Provinces. 4 For the most part, the Charter, along with the federal Water Resources Development Act of 19865 and the Boundary Waters Treaty of 1909,6 have been sufficient to serve the needs of this temperate region
