Au Québec, la participation des usagers et des citoyens à la gestion publique constitue une composante essentielle de l’État et des formes de gouvernance qui caractérisent son action. Il faut remonter aux années 1960 et à la« Révolutiontranquille »pour en saisir toute la signification par rapport à la modernisation de l’État. Toutefois, au cours des dernières années, les choses ont changé. Le« modèlequébécois »des années 1970, ayant pour base la construction de l’État providence, n’a plus rien à voir avec celui des années 1990, soutenu par les valeurs néo-libérales et pratiquant le désengagement public. L’un des objectifs de cet ouvrage est de retracer l’évolution des formes institutionnelles de la participation des usagers/citoyens dans les secteurs de la santé et de l’éducation au Québec. Finalement, en mettant en lumière les nombreux registres à partir desquels les usagers et citoyens contribuent à l’amélioration des services en éducation et en santé, ce livre démontre sans contredit que l’avenir des systèmes de santé et d’éducation dépend d’une manière grandissante du rôle des principaux acteurs concernés.
