Ce texte cherche à construire scientifiquement une approche des processus de co-construction de l'action publique sous l'angle communicationnel. Pour ce faire, cette analyse est le fruit d'une recherche-action et d'une enquête ethnographique au sein d'une collectivité territoriale française. Plus précisément, nous avons étudié une politique d'économie sociale et solidaire et d'innovation sociale visant la démocratisation de l'action publique. La thèse défendue ici est que la communication doit être appréhendée non pas dans une perspective intercompréhensive mais au contraire dans une approche par l'incommunication. Dès lors, les processus de co-construction de l'action publique sont soumis à ces phénomènes d'incommunication et nécessitent l'intervention communicationnelle d'un acteur dans une posture de médiation visant à faire dialoguer deux perspectives. Tout d’abord, celle de la réduction de l’incommunication. Ensuite, celle de la construction d’une perspective partagée entre des acteurs aux univers socioculturels singuliers.
