Abstract
Comment expliquer la reconnaissance du « repas gastronomique des français » comme élément du patrimoine mondial de l’UNESCO? L’approche anthropo-historique démontre que, plus que la qualité « gustative » et sensible, cette distinction est le résultat de la mise en œuvre (inconsciente) d’un processus articulé sur les critères actuels d’identification des éléments du patrimoine culturel immatériel. Les « Gastronomes » dont A. Escoffier, ont mis en œuvre un système global tendant à valoriser la cuisine et à la faire reconnaître comme un art, un fait culturel. Formant une véritable « communauté patrimoniale » avant l’heure au sens de la Convention de Faro (Conseil de l’Europe) ils ont constitué l’ensemble « productions-pratiques alimentaires » en un corpus patrimonial. Comment l’Etat français, qui disposait de jurisprudences de protection de ses productions (AOC) a-t-il utilisé le patrimoine alimentaire comme une arme stratégique dans les négociations économiques de régulation des marchés en Europe (La Politique Agricole Commune – les AOP) ? Le Programme National pour l’Alimentation 2019-2023 prend pour pilier une forte valorisation du patrimoine culturel alimentaire. Les acteurs politiques, auteurs du PNA, engagés dans le cadre du Pacte Vert et de la stratégie européenne « de la ferme à la fourchette » sauront-ils prendre en compte le patrimoine culturel pour traiter humainement les conséquences du dérèglement climatique et de la pandémie mondiale, mieux qu’ils ne l’ont fait jusqu’ici sur les questions de Développement Durable?
