Abstract
One of the dominant characteristics of the intelligence policy nexus in Canada is how both sides poorly understand each other. Policy literacy among the intelligence community is low: although it varies across units, intelligence analysts and their managers typically poorly understand their policy clients. Many policy makers have a limited understanding of the nature of intelligence analysis. The chapter then discusses the intelligence priorities-setting process, which for years was mostly focused on collection and neglected the analytical side. Next, we discuss how analytical units establish a range of more or less formal mechanisms to manage relations with clients. Finally, while politicization is a frequent source of tension between policy and intelligence in other national contexts, especially the US, our research found a strong consensus that hard politicization does not occur in Canada. The chapter concludes with a case study of the relation between Global Affairs Canada and intelligence.
