POLÍTICAS SOCIAIS E CONTROLE MACROECONÔMICO NO ÂMBITO DAS POLÍTICAS NEOLIBERAIS E NO LULISMO

Abstract
Desde a instituição da Nova República, o Brasil experenciou a ascensão de equipes de gestão macroeconômica orientadas pelas diferentes vertentes teórico-partidárias. Em síntese, na década de 1990, os governos do Brasil adotaram as políticas neoliberais, que priorizaram a contenção dos gastos públicos sociais, privatizações e a descentralização na política social. Já na década de 2000, com o fim do mandato de Fernando Henrique Cardoso (FHC) e início da gestão de Luís Inácio Lula da Silva, houve um movimento de ruptura política. Com o segundo mandato do ex-presidente Lula, iniciado em 2006, surgiu o fenômeno político do lulismo, que reuniu uma série de políticas que tornaram possível a redução da pobreza e das desigualdades sociais, bem como a ativação do mercado interno brasileiro, mantendo-se estabilizados os interesses neoliberais já adotados pela política econômica do governo FHC. Destarte, o presente estudo visa ao debate sobre as diferenças e semelhanças da abordagem das questões sociais na política neoliberal e no lulismo. Para tal fim, foram realizadas pesquisas bibliográficas e documentais. Dentre os principais descompassos entre as políticas neoliberais e o lulismo, cita-se que o primeiro modelo não priorizou o investimento às questões sociais (como em saúde e educação), enquanto o lulismo ampliou investimentos em políticas sociais redistributivas e em educação. O foco no alcance das metas da inflação, a adoção do sistema de câmbio flutuante e superávit primário nas contas públicas são observados em ambos os perfis de governo, em um compromisso com a estabilidade macroeconômica.
