This year’s annual report focuses on the procedure established under the 1979 UN Commission for Europe (UNECE) Convention on Long-Range Transboundary Air Pollution (LRTAP Convention). While the convention did not provide procedures, an Implementation Committee (IC) was initially established in 1994 by the 1994 Sulphur Protocol II; this was based on the IC of the Montreal Protocol on Substances That Deplete the Ozone Layer and subsequently became the procedure for all of the protocols of this convention. These also include the Protocol on Heavy Metals, the Protocol on Persistent Organic Pollutants (Protocol on POPs), and the Protocol to Abate Acidification, Eutrophication and Ground-level Ozone (Gothenburg Protocol). In 1997, an IC was comprehensively set up by the Convention Executive Body (EB) to review compliance by parties with their obligations under the protocols to the LRTAP Convention.
