Abstract
This year’s annual report focuses on the procedure established under the 1979 UN Commission for Europe (UNECE) Convention on Long-Range Transboundary Air Pollution (LRTAP Convention). While the convention did not provide procedures, an Implementation Committee (IC) was initially established in 1994 by the 1994 Sulphur Protocol II; this was based on the IC of the Montreal Protocol on Substances That Deplete the Ozone Layer and subsequently became the procedure for all of the protocols of this convention. These also include the Protocol on Heavy Metals, the Protocol on Persistent Organic Pollutants (Protocol on POPs), and the Protocol to Abate Acidification, Eutrophication and Ground-level Ozone (Gothenburg Protocol). In 1997, an IC was comprehensively set up by the Convention Executive Body (EB) to review compliance by parties with their obligations under the protocols to the LRTAP Convention. Its work focused on three main areas: considering cases of possible non-compliance by an individual...

Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from itClassification
machine, unvalidatedMachine predicted; both teacher heads agree on what is shown here.
