Abstract
AuszugDie Soziale Arbeit, so ist dem Selbstverständnis ihrer nationalen und internationalen Berufsorganisationen zu entnehmen, setzt sich für Chancengerechtigkeit und gegen Ausgrenzungsverhältnisse ein. So zitiert Engelke (2003) in seinem Überblickswerk „Wissenschaft Soziale Arbeit“ die 2000 in Montreal verabschiedete Definition der International Federation of Social Workers (IFSW), die 450.000 Mitglieder aus 70 Ländern hat, unter anderem auch aus Deutschland: „Grundlage der Sozialen Arbeit sind die Prinzipien der Menschenrechte und der sozialen Gerechtigkeit. (...) Soziale Arbeit wendet sich den Barrieren, Ungleichheiten und Ungerechtigkeiten, die es in der Gesellschaft gibt, zu. Sie reagiert genauso auf Krisen und Notlagen wie auf alltäglich auftretende persönliche und soziale Probleme.“ (Engelke 2003: 299f.) Dies entspricht auch dem Gesetzesauftrag im achten Sozialgesetzbuch (Kinder- und Jugendhilfegesetz). Trotz und mit ihrer Doppelfunktion von Kontrolle und Unterstützung soll die Soziale Arbeit sich für die Interessen ihrer Klientel einsetzen [vgl. Sozialgesetzbuch (SGB VIII)§ 1 Abs. 3].
