近年欧米の都市を中心に、都市と周辺地域の連続する空間における食料の生産から消費、廃棄までの過程とそれに関わる様々な主体から成る「都市地域食システム」を構築しようとする動きが盛んになり、それを推進する基盤としてフードポリシーカウンシルが設立されている。本研究では、都市地域食システムの先進事例とされるカナダのオンタリオ州トロント市を対象に、フードポリシーカウンシルが及ぼす市・州の政策への影響について明らかにすることを目的とする。文献調査及びヒアリング調査から、フードポリシーカウンシルが様々な主体に直接的・間接的影響を与えたことで、市と州において「食」を主対象とした政策や法律が策定され、他分野の政策でも「食」の視点が組み込まれている。「食」は地域レベルや分野を超えた共通項となり、市と州の政策が連関し始めている。
