Abstract
S’appuyant sur les concepts de participation et d’empowerment, cette recherche examine, à travers la mise en œuvre du Plan national de développement (PND) 2018-2022, les approches communicationnelles adoptées par le gouvernement togolais pour permettre aux populations de se l’approprier. À partir de méthodes de recherche qualitatives, les résultats montrent que les activités dites de communication se situent, pour les concepteurs, au niveau macrosocial et se limitent en réalité à la transmission indifférenciée de l’information. La recherche suggère qu’une approche interactionniste du processus d’implication socioculturelle dans la mise en œuvre du PND pourrait réduire les effets pervers de la stratégie de communication adoptée.
