Abstract
En suivant le travail d’organisation et temporalisation de l’action, cet article retrace l’élaboration dans les années 2000 d’une nouvelle politique de démantèlement ; puis sa mise en œuvre au sein d’un opérateur, le Commissariat à l’Énergie Atomique. À partir de 2015, pour répondre aux critiques des autorités de sûreté pour des retards récurrents, le CEA a élaboré une nouvelle stratégie temporelle, différenciant projets prioritaires et projets mis sous cocon : cela permet ainsi de respecter le principe d’un démantèlement immédiat, inscrit dans la loi, tout en mettant en suspend les projets moins urgents. Cette nouvelle stratégie négociée entre autorités de sûreté et opérateurs vient reconfigurer leurs relations et leurs rôles respectifs dans l’élaboration de cette politique du secteur nucléaire.
