The evolution of the Commonwealth began with the introduction of self-government in Canada in the 1840s; Australia, New Zealand and South Africa became independent prior to the First World War. Governments of member countries are represented in other Commonwealth countries by High Commissioners, who have a status equivalent to that of Ambassador. In April 2018 Commonwealth heads of government agreed that Prince Charles, the British heir apparent, should in due course succeed Queen Elizabeth II as the Head of the Commonwealth. Commonwealth Heads of Government Meetings are private and informal and operate by consensus. The Commonwealth Ministerial Action Group on the Harare Declaration was formed in 1995 to support democracy in member countries, comprising nine ministers responsible for foreign affairs, with rotating membership. The Secretariat organizes consultations between governments and runs programmes of co-operation. Meetings of heads of government, ministers and senior officials decide these programmes and provide overall direction.
