Bien que la question des déchets ne domine pas les préoccupations environnementales, politiques et sociales en Nouvelle-Calédonie, elle connaît de profondes transformations depuis une quinzaine d’années. Ces transformations sont menées au nom d’une puissante rhétorique de “modernisation”, qui vise à rationaliser la gestion des déchets en vertu d’un modèle très largement inspiré de la France métropolitaine. L’article montre que cette rationalisation prend la forme d’une normalisation institutionnelle, infrastructurelle et comportementale, qui vise à répondre à des impératifs sanitaires et environnementaux. Nous argumentons que le modèle modernisateur repose sur une certaine vision de la mobilité des déchets et de la “circularisation” de l’économie. L’introduction du recyclage en particulier, est emblématique de ce modèle et en révèle les limites. Plusieurs cas relatifs à l’économie du recyclage montrent la difficulté à mettre les déchets en mouvement. L’analyse, qui propose un regard critique sur les modèles modernisateurs dans le domaine des déchets et leur réplication indifféremment des contextes, invite à prêter une attention plus systémique à la génération des déchets d’une part, et d’autre part aux facteurs qui déterminent leur devenir et leur circulation dans des contextes insulaires.
