Abstract

fetched live from OpenAlex

Although the subject of leadership is widely studied and debated, it has never attracted much attention in relation to the public sector.Searching for Leadership is the first book to examine the evolving role of the highestranking public servant both in Ottawa and in Canada's provinces and territories, namely, the secretary to cabinet or the clerk of the Executive Council.Arguing that the leadership role of the secretary to cabinet must be appreciated and understood in light of modern management practices and the centralization of administrative procedures, the contributors to this volume study the position from a variety of angles, employing structural approaches, reviews of both historical and recent literature on the topic, and biographical case studies of influential secretaries to cabinet.Analysing the role of secretaries to cabinet in Ottawa as well as in Alberta, Saskatchewan, Quebec, and Ontario, the contributors detail the complex roles, key functions, and political impact of these influential public servants, highlighting the ways in which the leadership skills of secretaries to cabinet have both changed and responded to change. An important contribution to our understanding of Canadian governance and public management, Searching for Leadership is essential reading for scholars and students in political science, history, and public administration and management, as well as for public servants.

Not calibrated prevalence, not ground truth. Human validation pending. The Gemma side is a direct model label for every work in the frame, read from the title-only record. The Codex side is a classifier learned from the 10,348 direct Codex labels and calibrated to design-weighted sample rates; fields without enough sample support carry no Codex call. Candidate is the union of the two sides; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels.

Machine scores (provisional)

The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.

Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
