This year, we report on legislative activities in trade and environment, environmental justice, mining, sustainable forest development, phytosanitary measures, and the oil and gas and energy sectors. In the international agenda, Mexico continued with internal measures for the correct implementation of the environmental obligations arising out of the United States-Mexico-Canada Agreement (USMCA) and approved agreements aimed at enhancing environmental justice and public participation. In July, the Mexican government published the ECA in the Federal Registry (Diario Oficial de la Federación). The newly signed agreement, independent in its standing, in practice operates as a side agreement on environmental matters of the USMCA. Unlike the United States or Canada, in Mexico the ECA went through the Mexican Senate, which passed the agreement hours before the USMCA entered...
