Hükümet sistemleri yasama, yürütme ve yargı kuvvetlerinin birbiri ile ilişkisine göre belirlenmektedir. Yasama, yürütme ve yargı kuvvetleri tek bir organda birleştiği zaman, kuvvetler birliği hükümet sistemleri olarak adlandırılan hükümet sistemleri ortaya çıkmaktadır. Yasama, yürütme ve yargı kuvvetlerinin ayrı organlar tarafından kullanılmasında ise kuvvetler ayrılığı sistemleri ortaya çıkmaktadır. Kuvvetler ayrılığı teorisine göre kuvvetler ayrılığı hükümet sistemleri demokratik hükümet sistemleridir. Kuvvetler ayrılığı hükümet sistemleri de başkanlık sistemi, yarı başkanlık sistemi ve parlamenter hükümet sistemi olarak adlandırılır. Kanada devletine bakıldığı zaman ise diğer devletlerden farklı bir sistem görülmektedir. Kanada devletinde, hükümet sistemlerinin tanımlarına uymayan kendine has bir hükümet sistemi yer almaktadır. Bunun nedeni ise Kanada’nın parlamenter demokrasi ve anayasal monarşi hükümet sisteminin yanında İngiltere kraliçesine bağlı olmasıdır. Kanada, devlet başkanı olarak İngiltere kraliçesi tarafından yönetilmektedir. Kanada’nın devlet başkanı sembolik olarak İngiltere kraliçesidir. İngiltere kraliçesinin Kanada’nın devlet başkanı olması Kanada’nın hükümet sistemini etkilemekte ve “sui generis” bir sistem haline getirmektedir.
