Abstract
The article is devoted to the analysis of the financial activity of the orders of the public charity, the main directions of their budget formation, as well as the social composition, which is aimed at the economic activity of these institutions in the last quarter of the XVIII-first half of the XIX centuries, i.e. for the entire period of the existence of the public charity. On the basis of archival materials identified in the state archives of the Vladimir, Kostroma, Tver and Yaroslavl regions, the ways of forming budgets of institutions of the system of orders of public charity of the Upper Volga provinces, the main stages of the formation of a new credit and financial institution for the XIX century - Savings banks are characterized. The author draws a conclusion about the regularities of increasing the volume of funds in the department of public charity orders and the lack of proper material support for organizations of the public charity system.
