МОДЕРНІЗАЦІЯ ЛОКАЛЬНОГО РИНКУ ПОСЛУГ ЖИТЛОВО-КОМУНАЛЬНОГО ГОСПОДАРСТВА В УМОВАХ МОНОПОЛІСТИЧНОЇ СТАГНАЦІЇАнотація.Дослідження питань реформування житлово-комунального господарства в контексті модернізації локальних ринків спирається на результати змістовних наукових розробок вітчизняних та закордонних фахівців.У той же час специфіка функціонування комунальної сфери в умовах монополістичної стагнації і фінансової кризи залишається дискусійною.У даній статті модернізація ЖКГ розглядається як результат розробки та реалізації цільових державних і регіональних програм, в яких визначаються та координуються взаємопов'язані інституційні, організаційні, економічні, соціальні, екологічні, фінансові та технічні заходи, які направлені на реалізацію основних завдань галузі.Ці питання аналізуються з позицій розвитку локальних ринків, тому що суттєві зміни у цій проблемній галузі можливі лише за умови концентрації бізнес активності та створення ефективної комбінації факторів виробництва, системна взаємодія яких сприяє інноваційній діяльності на певній території.При цьому модернізація ЖКГ відбувається в умовах реформи децентралізації, коли має місце культивування бізнесу, який належить місцевим мешканцям та відповідально використовує локальні ресурси, і контроль за діяльністю підприємств ЖКГ має поступово переходити від монополій до місцевих громад.
