Abstract
Les agencements institutionnels et les processus effectifs de la coordination des affaires européennes de la France illustrent au mieux le fonctionnement de la « monarchie républicaine » française. Plus même, le développement croissant de l’UE comme niveau de gouvernement ne cesse de renforcer la logique profonde de la V e République : au cœur de l’exécutif, l’hyper-puissance présidentielle se combine avec l’influence de quelques très hauts fonctionnaires, « policistes » des « administrations d’état-major », dans une relation symbiotique qui marginalise le Parlement national et court-circuite, plus ou moins, le Premier ministre.
