Abstract
ABSTRAK Pengelolaan perbatasan Indonesia –Timor Leste yang masih berorientasi pada keamanan teritorial mengindikasikan bahwa negara memandang keamanan perbatasan sebagai sebuah ancaman dari luar sehingga strategi penguatan state security terus dilakukan, di mana peran militer diperkuat untuk mengawal tapal batas. Padahal, persoalan penting yang sangat membutuhkan penanganan sesegera mungkin adalah masalah keamanan manusia seperti kebutuhan akan kecukupan pangan, bebas dari ancaman penyakit, kebodohan, pelanggaran HAM, dan lain sebagainya. Untuk itu, negara perlu memperkuat keamanan individu sebagai cara untuk mempertebal rasa identitas bangsa dan semangat nasionalisme yang akan berdampak pada kesadaran rakyat untuk menjaga keutuhan, keamanan dan kedaulatan negaranya. Artikel ini bertujuan untuk mendiskusikan pentingnya strategi penguatan human security di perbatasan Indonesia – Timor Leste sebagai cara untuk mewujudkan kepentingan nasional. Dengan menggunakan desain studi kasus dan pendekatan kualitatif, tulisan ini berupaya menjelaskan kondisi keamanan manusia di area perbatasan Mota Ain. Beberapa permasalahan seperti rendahnya tingkat kesejahteraan masyarakat menunjukkan buramnya potret keamanan individu di perbatasan kedua negara. Mendasari argumen ini, ada alternatif strategi yang bisa dilakukan pemerintah yaitu menerapkan strategi penguatan human security dalam pengelolaan perbatasan kedua negara. Jadi,komponen yang berperan dalam memelihara keamanan tidak hanya kaum militer, tetapi juga non militer. Kata kunci: Perbatasan Indonesia-Timor Leste, Pengelolaan perbatasan, Human security.
