La province de Québec (Canada) a développé un cadre législatif très élaboré en ce qui concerne la gestion des achats dans le secteur public, lequel inclue le secteur des municipalités et des villes. Justement, ce cadre a balisé l’évaluation du rendement des fournisseurs par les villes et municipalités. Le cas présente le déploiement de cette approche dans la ville de Lévis ; et ce faisant, met en évidence les enjeux qui y sont associés tant pour les gestionnaires des achats que pour les fournisseurs.
