La vertu cardinale de l’action publique consiste en la traduction de la volonté de l’autorité politique en bien-être économique, social et environnemental de la collectivité nationale. Pour ce faire, en ce qui concerne la gestion publique relative notamment aux conditions de travail dans le secteur de Construction civile, ce travail empirique mené en adéquation avec la théorie et l’analyse socio-économique prouve qu’il est possible d’accompagner la réalisation, par les entreprises privées et publiques, de la performance globale. En effet, le dépistage des symptômes occultant des coûts élevés peut ouvrir les pistes pour une gestion efficace de l’Inspection Générale du Travail.
