Le leadership paradoxal des maires participationnistes : s’engager en représentation par et pour la participation

Abstract
L’article étudie les parcours d’élu·es participationnistes dans trois villes françaises, de 1990 à 2020. Il montre en quoi leurs prétentions à « faire participer » relèvent d’un leadership paradoxal, où la revendication d’une dilution du pouvoir contribue à sa concentration. Si la démocratie participative est une ressource, les conditions de son usage comme capital politique s’avèrent liées à leurs trajectoires sociales, en faisant un capital spécifique. En dernière instance, les frictions dans leur prise de rôle dénotent les rappels à l’ordre représentatif, et ce, d’autant plus dans un système politique municipal délégataire et majoritaire. Ces aspects ramènent aux incompatibilités entre démocratie participative et gouvernement représentatif.
