Abstract
Pasca berakhirnya Perang Jawa di tahun 1830, Pemerintah Hindia Belanda mengambil alih wilayah Keresidenan Madiun dan mulai memperdagangkan opium dengan sistem Opiumpacht. Pada tahun 1901 sistem Opiumpacht dihapuskan, digantikan dengan sistem Opiumregie. Penelitian ini bertujuan untuk mengetahui kondisi umum wilayah Keresidenan Madiun, dimulainya praktik perdagangan opium melalui sistem Opiumpacht dan perdagangan opium melalui system Opiumregie dalam rentang tahun 1830-1925. Metode yang digunakan dalam penelitian ini adalah metode sejarah yang meliputi heuristik, kritik sumber, interpretasi dan historiografi. Hasil penelitian ini menunjukkan bahwa reformasi birokrasi dan diterapkannya Sistem Tanam Paksa di wilayah Keresidenan Madiun telah mendorong peningkatan perekonomian masyarakat. Pemberlakuan sistem Opiumpacht di Keresidenan Madiun pada tahun 1830 mendatangkan keuntungan yang besar untuk para bandar Cina pemegang hak monopoli opium dari pemerintah Hindia Belanda. Merebaknya opium gelap serta tingginya tingkat kecanduan masyarakat membuat sistem Opiumpacht dihapuskan di akhir abad ke-19. Sistem Opiumregie mulai diterapkan dan dikendalikan penuh oleh Pemerintah Hindia Belanda pada tahun 1901. Keuntungan perdagangan opium di bawah sistem Opiumregie mengalami pasang surut. Kemerosotan terjadi karena adanya pembatasan konsumsi opium oleh pihak ototritas serta merebaknya wabah Pes di tahun 1911 yang menurunkan daya beli masyarakat untuk mengonsumsi opium.Kata Kunci: Keresidenan Madiun, Opiumpacht, Opiumregie, Perdagangan opium.
