Abstract
The chapter examines the evolution of post-Soviet Russia’s relations with Mexico. First, the authors discuss Mexico’s geopolitical significance to Moscow because of the former’s geographical proximity to the United States and membership in the US–Mexico–Canada Agreement (USMCA). Second, they trace the advance of bilateral economic cooperation. Third, the authors evaluate if Mexico could become one of the next regional allies of Putin’s Russia following the arrival of the left-oriented government in 2018. Finally, the chapter reveals that Moscow is showing a keen interest in supporting Mexican independent foreign policy and encouraging the government of Lopez Obrador to join Russia’s quest for new multipolar world order. However, a fundamental shift of Mexico–US political and economic arrangements is unlikely. In other words, while Russia is back in Mexico, the current and future scenarios still lack certainty about the real advance of Moscow in building a new type of relations with the US immediate Southern neighbor.
