Le présent rapport traite de trois grandes questions : Quels sont les risques associés au financement des partis politiques et des campagnes électorales ? Pourquoi les modèles de réglementation sont-ils encore insuffisants et ne sont-ils pas pleinement mis en oeuvre pour combattre ces risques ? Quels sont les liens entre l’argent dans la vie politique et les cadres généraux d’intégrité dans le secteur public ? L’analyse qui en découle a permis l’élaboration du Cadre de financement de la démocratie ayant pour objet de structurer le débat à l’échelon international, de proposer des solutions aux responsables publics et de dresser une cartographie des risques. Le présent rapport contient en outre des études de cas détaillées par pays respectivement consacrées au Canada, au Chili, à la Corée, à l’Estonie, à la France, au Mexique, au Royaume-Uni, ainsi qu’au Brésil et à l’Inde. Y sont analysés en profondeur leurs mécanismes de financement de la vie politique et les difficultés qui se posent selon les différents cadres institutionnels. Les conclusions de ces neuf études de cas confirment en outre l’utilité du Cadre de financement de la démocratie et recensent les bonnes pratiques qui peuvent s’appliquer à d’autres pays.
