Abstract
Significance Tourism is a key sector for Uruguay, which received some 3.5 million tourists last year, the majority from neighbouring Argentina and Brazil where case numbers remain high. This will complicate Uruguay's recovery from the sharp economic decline in the second quarter and the fiscal difficulties exacerbated by the impact of COVID-19. Impacts Travel restrictions may help keep COVID numbers low but will hit both tourism and plans to attract investors to relocate to Uruguay. The fiscal deficit will worsen in coming months amid COVID-19 restrictions and increased spending pressures. Any sharp rise in coronavirus cases could undermine Lacalle Pou’s hitherto strong approval, especially if the economy lags.
