Les pays de type fédératif pratiquent habituellement le bicamérisme parce que la représentation à la chambre basse, épousant autant que possible la distribution géographique de la population, il est nécessaire que la chambre haute tienne compte davantage des entités juridiques, des régions géographiques et des groupes ethniques qui composent le pays 1 .Ainsi, la constitution des Etats-Unis, à la section III, prévoit que le Sénat sera composé de deux représentants de chaque état.Il en est de même en Australie, où l'article 7 modifié de la constitution prévoit dix sénateurs pour chaque état, et, en Suisse, où, en vertu de l'article 80 de la constitution, chaque canton a deux représentants, les cantons de Bâle, Unterwalden et Appenzell, divisés en demi-cantons, n'en ayant qu'un chacun.Un tour d'horizon plus complet des pays de type fédératif permettrait de noter le même phénomène, et les auteurs font remarquer qu'à la règle de l'égalité de la représentation, il n'existe plus guère qu'une exception, le Canada 2 .On s'empresse d'ajouter que l'exception canadienne n'est pas aussi sérieuse qu'on le croit puisque l'article 22 de l'Acte de l'Amérique du Nord britannique, complété par un amendement de 1915, groupe les provinces en régions pour les fins de représentation au Sénat et que ces régions correspondent plus que les provinces à la réalité politique, économique et géographique du pays.
