Les incitations financières peuvent être très utiles pour promouvoir l’innovation dans le secteur public. Même dans le contexte des fortes contraintes budgétaires que connaissent la plupart des pays membres de l’OCDE, l’utilisation stratégique et flexible d’outils budgétaires, conjuguée avec des objectifs formulés en termes de retombées, peut aider à soutenir l’innovation dans le secteur public. Les incitations financières telles que les fonds centraux pour l’innovation ou les dividendes d’efficience peuvent favoriser l’innovation, mais aussi promouvoir et renforcer les capacités des organisations publiques à soutenir l’innovation tout au long de son cycle de vie, et en particulier à recueillir des idées et à reproduire des résultats à plus grande échelle.
