Abstract
Penelitian ini bertujuan untuk mengetahui penerapan nilai kesadaran berbangsa dan bernegara di kalangan Unit Kegiatan Mahasiswa UPN “Veteran” Jawa Timur. Kegiatan Unit Kegiatan Mahasiswa merupakan kegiatan ekstrakulikuler yang ada di kampus UPN “Veteran” Jawa Timur dimana mahasiswa diwajibkan untuk mengikuti kegiatan ekstrakulikuler adalah wujud implementasi nilai kesadaran berbangsa dan bernegara. Penelitian ini menggunakan pendekatan dan jenis deskriptif kualitatif dengan sampel penelitian adalah mahasiswa yang mengikuti Unit Kegiatan Mahasiswa di UPN “Veteran” Jawa Timur tahun 2020. Kesimpulan penelitian menunjukkan bahwa implementasi nilai kesadaran berbangsa dan bernegara belum terimplementasi dengan baik berdasar pada enam variabel yang mempengaruhi implementasi kebijakan menurut Van Meter dan Van Horn. Hal ini didasari dengan masih adanya mahasiswa yang tidak mengikuti kegiatan ekstrakulikuler hingga terbatasnya peran lembaga dalam memberikan ketegasan terkait implementasi nilai kesadaran berbangsa dan bernegara dalam indikator mahasiswa wajib mengikuti kegiatan ekstrakulikuler.
