Abstract
Les pays se rendent compte du rôle que l’ouverture de l’administration peut jouer au service de la démocratie, de la croissance inclusive et d’une gouvernance publique plus efficiente. Le « gouvernement ouvert », qui est fondé sur des principes de transparence, de responsabilité et de participation, peut faire évoluer les rapports entre les agents publics et les citoyens, en les rendant plus dynamiques et plus mutuellement avantageux et en les plaçant sous le signe de la confiance mutuelle. Quand elles sont mises en œuvre de façon coordonnée, les réformes menées en matière de gouvernement ouvert peuvent être un outil au service d’objectifs stratégiques plus larges, et non une fin en soi. Dans son rapport Gouvernement ouvert :contexte mondial et perspectives, l’OCDE propose une définition actualisée de la notion de gouvernement ouvert : « une culture de gouvernance qui se fonde sur des politiques et pratiques novatrices, viables et inspirées des principes de transparence, de responsabilité et de participation pour favoriser la démocratie et la croissance inclusive ».
