La différence entre les avoirs et les engagements des administrations publiques constitue leur patrimoine financier net, qui indique de façon résumée la capacité de l’État d’honorer intégralement ses obligations : les avoirs complètent les recettes attendues à l’avenir puisqu’ils pourraient être cédés dans le but de rembourser les dettes existantes (ainsi décrit-on également l’endettement net). L’existence d’un patrimoine financier net positif signifie que l’état des finances publiques ne met pas en péril leur viabilité, alors qu’une dégradation de ce patrimoine est le signe d’une situation budgétaire fragile nécessitant une hausse des impôts, une baisse des dépenses ou la conjonction des deux.
