Abstract
Abstract The design of Canadian housing allowances is closely linked to Canada Mortgage and Housing Corporation's 30% affordability standard, and to the actual rent paid by recipients. Yet the absence of federal funding has helped keep these programmes small. This chapter begins by putting the relative stagnation of these programmes over the last decade in the context of a virtual halt to new social housing expenditure in Canada and the expansion of quasi-universal child benefits. It explains the role and design of allowances, and examines the impact of housing allowances. Currently the housing policy in Canada is in a state of ferment, as the federal government edges back into the arena and the provinces start to recover from the ravages of the recession in the 1990s and federal cuts to its transfers to them. The final section of this chapter provides some concluding remarks.
