İBB 2002 yılında depreme hazırlıklı olmak amacıyla JICA ile birlikte bu yönde çalışmalar yapmış rapor hazırlamıştır. Ancak daha sonra günlük yaşamda sıklıkla yaşanan kaza, yangın ya da hasta taşıma gibi hızla hareket edilmesi gerekli durumlarda bile yaşanan zorluklar, yapılan hazırlıkların yeterince hayata geçirilemediğini göstermektedir. Bu makale “İstanbul’da afet yönetimi ve acil ulaşım yollarının değerlendirmesi” konulu yüksek lisans çalışması esas alınarak hazırlanmıştır. Çalışmada, kent bütününde mevcut durum değerlendirilmesi yapılmış, acil müdahale koşullarının sağlanabilmesi için, yönetim modeli ve ulaşım düzenlemelerine ilişkin öneriler getirilmesi amaçlanmıştır. Abstract
It is necessary to be prepared for natural disasters, earthquakes in particular. In accordance with other efforts to this end, the Istanbul Metropolitan Municipality made further studies with the Japan International Cooperation Agency (JICA) in 2002 and prepared a report. However, difficulties experienced during daily accidents that necessitate quick responses, such as the putting out of fires and the transportation of the injured, indicate that even foreseen precautions are not easily put into practice. This article is prepared based on a Master's thesis entitled "Assessment on disaster management and emergency transportation routes in Istanbul." In the study, the present status of the city is evaluated, and a management model and recommendations related to transportation arrangements designed to best achieve emergency responses are presented.
