Abstract

fetched live from OpenAlex

It is necessary to be prepared for natural disasters, earthquakes in particular. In accordance with other efforts to this end, the Istanbul Metropolitan Municipality made further studies with the Japan International Cooperation Agency (JICA) in 2002 and prepared a report. However, difficulties experienced during daily accidents that necessitate quick responses, such as the putting out of fires and the transportation of the injured, indicate that even foreseen precautions are not easily put into practice. This article is prepared based on a Master's thesis entitled "Assessment on disaster management and emergency transportation routes in Istanbul."In the study, the present status of the city is evaluated, and a management model and recommendations related to transportation arrangements designed to best achieve emergency responses are presented. Not calibrated prevalence, not ground truth. Human validation pending. The Gemma side is a direct model label for every work in the frame, read from the title-only record. The Codex side is a classifier learned from the 10,348 direct Codex labels and calibrated to design-weighted sample rates; fields without enough sample support carry no Codex call. Candidate is the union of the two sides; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels.

Machine scores (provisional)

The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.

Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
