Aid is the transfer of goods, services, and other resources on concessionary but often conditional terms, typically as a form of development or humanitarian assistance. Aid functions through complex networks of official state, intergovernmental, and multilateral institutions, mostly but not entirely in the Global North, working alongside a wide array of private, nongovernmental, and philanthropic organizations and actors. Historically, aid has been closely associated with donor state strategies of national security and has been an important instrument of statecraft and foreign policy. The Cold War's end and the widespread adoption of neoliberal policy approaches have significantly altered the global aid system. Contemporary geographies of aid are shaped by increased South–South connections and flows, the growing role of nonstate actors in aid provision and governance, and the inclusion of social and environmental objectives in aid programs. Critics contend that aid remains heavily politicized, largely ineffective, and centered on donors rather than recipients.
