Abstract
Of the sixteen pulp and paper facilities thatwere present in Ontario in 2005, only fiveare still operating on a regular schedule; three are on constrained production schedules, one has been sold, three have been demolished, and four have been idled indefinitely (Canadian Imperial Bank of Commerce 2005; Canadian Parks and Wilderness Society 2007). With the loss of this production capacity, there has been an increase in unused chips and residues from sawmill operations within the province, which in turn negatively impacts the profitability of primary forest products production-the loss of a profit stream has at least in part contributed to the intermittent idling of significant sawmill capacity across Ontario. Like other parts of the province, the forest industry in eastern Ontario has been hit hard: Losing the Domtar pulp and paper facility in Cornwall directly impacted the workers in this facility, as well as the employment of those involved in forest harvesting and sawmilling operations in the region, due to the interconnected nature of the forest sector.
