Abstract
All states conduct diplomacy; most also collect intelligence. The two activities, usually dissociated, have long historical links. While also conventionally seen as distinct conceptually, they are difficult to distinguish. Defining intelligence as information related to threats used in making security policy, this entry the involvements of both embassies and foreign ministries in intelligence matters.
