Raymond Poincaré (1860–1934) was one of the dominant diplomatic figures of the French Third Republic in the 1920s. President of the Republic and several times minister of foreign affairs between 1913 and 1920, Raymond Poincaré was instrumental in strengthening Franco‐Russian diplomatic relations before the First World War. On the other hand, his policy also embodied the difficulty that France's diplomacy had transitioning to a new model after the end of the First World War, away from a traditional approach that was based on the use of threat and military power. His policy led to the sending of French troops into the Ruhr in 1922 to enforce the settlement of the Treaty of Versailles.
